Law of 18 december 2009 on social welfare

The law on social assistance in Luxembourg creates since 2011 a right to social welfare for people and families in need. Its main function is to ensure access to goods and services adapted to their particular situation. The law also aims to enable rights holders to meet their basic needs in order to lead a life worthy of human dignity. All means are thus put at their disposal so that their precarious situation is diagnosed, treated and does not worsen.

Social assistance is subsidiary in nature. The Social Office only intervenes if the person is unable to support him/herself and all other possibilities of assistance have been exhausted or are insufficient.
